オープンサイエンスにページがかなり割かれるなど、多岐にわたる方針ですが、ウェブの反応をみると、40歳未満の若手研究者を優遇するという部分が注目を集めています。
若手研究者の活躍できる年齢構成の実現に向けて、
・2020 年度までに 40 歳未満の大学本務教員の数を 2013 年水準から1割増加
・2023 年度までに研究大学の 40 歳未満の本務教員割合を3割以上
基本的には若手研究者にチャンスを与えるのは賛成ですし、評価したいですが、40代のいわゆる「ロスジェネ」研究者は見捨てられるのか、という意見も出ています。

加えて、閣議決定で設置された「日本経済再生本部」のもとに置かれた「産業競争力会議」の、さらにその中のワーキング・グループが、ＣＳＴＩに対して「宿題」を出し、ＣＳＴＩが対応するという、不思議な現象も起きているという。
これを「官邸主導」と呼べば聞こえはいいが、国会の議決に基づく、法的根拠のある行政組織が、閣議決定を根拠とする組織の「手足」のごとく走り回っているとすれば、問題ではないか。
